The Ghana Education Service (GES) has clarified that a recent internal circular on administrative procedures does not prevent teachers from expressing their views or exercising their constitutional rights.
The clarification follows public discussions surrounding a circular titled “Management Reinforces Respect for Administrative Structures and Professional Conduct,” which was addressed to all Regional Directors of Education.
In a statement on Friday, March 13, 2026, the GES said the directive was not intended to restrict teachers’ freedom of expression or their right to lawful demonstrations.
“Teachers, like all citizens, are entitled to lawful expression, including engaging their unions and participating in legitimate advocacy,” the statement said.
According to the Service, the directive was issued to re-emphasise the long-standing administrative structure within the GES, which has guided the operations of the institution for decades.
Under the structure, concerns originating at the school level are first addressed by the head of the school before being escalated to the district directorate. Where necessary, the matter may then be forwarded to the regional directorate and subsequently to the headquarters.
The GES said the system was designed to ensure that issues are handled efficiently and fairly, while allowing the appropriate level of management to address them with the necessary context.
Management also assured staff, unions, and other stakeholders that ongoing efforts to resolve matters relating to arrears, salaries, and recruitment were being handled with urgency.
“Updates will be communicated in the coming days,” the Service said.
The GES further called for calm and professionalism across the education sector while encouraging constructive engagement through the appropriate administrative channels.
